Richland Center police chief on administrative leave amid investigation

RICHLAND CENTER (WKOW) — Richland Center’s chief of police was placed on administrative leave after the Wisconsin Department of Justice’s Division of Criminal Investigations (DCI) began an investigation of the chief.

Police Chief Lucas Clements was relieved of his gun and badge by Richland Center Mayor Mike Kaufman following a call between DCI and city leaders, Kaufman told 27 News.

DCI told Kaufman and others that the investigation would last between two and three weeks, but declined to say why Clements was under investigation.

The Wisconsin Department of Justice did not immediately respond to phone calls Friday.

Kaufman named Lt. Billy Jones as the interim chief of police in place of Clements.

“He was about the same as me,” Kaufman said when asked how Clements was when the mayor took his gun and badge, “and I had tears in my eyes.”

“We’re family here,” Kaufman added before noting how he and his wife knew almost everyone in town.

Legal counsel for the city of Richland Center advised Kaufman and others at the city not to contact Clements during the investigation.
