JANESVILLE (WKOW) -- A Janesville toddler found dead March 7 had multiple head injuries when first responders arrived, according to a criminal complaint filed in Rock County Court.

Steven M. Horan, 30, the boyfriend of the child's mother, is charged with first-degree reckless homicide in the death of the 15-month-old.

The first officer on the scene found the girl, identified by family as Jaylee, with no signs of life and began performing CPR, according to the criminal complaint.

The officer said Jaylee had multiple abrasions and injuries above the eye, on the forehead and all around the head, according to the complaint.

Police officials say when officers arrived at a home at 526 Eisenhower Avenue Saturday, the child was not breathing, and the mother was administering C.P.R. Her boyfriend Horan was also at the residence.

Officers say the child had been in the care of Horan. The mother had left the residence, and upon returning found the child seriously injured.

Jaylee was transported to a Rockford hospital with life-threatening injuries, where she later died.
