Suspected heroin dealer arrested following complaints from neighbors

MADISON (WKOW) — A Madison man was arrested on several counts of heroin delivery yesterday morning following a traffic stop near his S. Thompson Dr. residence.

Dwayne E. Phillips, 40, Madison was arrested for delivery of heroin – 3 counts, and on a probation hold, according to a Madison police incident report.

After his apprehension, the Dane County Narcotics Task Force, with assistance from Madison police SWAT, executed a search warrant on the Phillips’ apartment.

Cell phones, documents and more than $2,100 cash were among items seized.

The suspect is on probation for another heroin delivery arrest from 2016 when he was also busted by the narcotics task force.

He came under the unit’s radar again as many of his neighbors complained about likely drug activity taking place at his home.
