Beloit man faces fifth OWI after noon Saturday arrest

BELOIT (WKOW) — A Beloit man faces charges of a fifth OWI after being arrested for speeding Saturday in Beloit.

A deputy with the Rock County Sheriff’s Office stopped a black 2010 Chevy Equinox shortly after noon Saturday for speeding on Shopiere Road at Cranston Road.

The deputy identified the driver as Justino Chaparro, 51, of Beloit. During the stop, the deputy smell alcohol and had the driver step out of the vehicle.

Chaparro admitted to consuming intoxicants prior to the stop and Standardized Field Sobriety Tests administered on scene showed his abilities were impaired. Chaparro consented to a preliminary breath test (PBT) which showed a result of .15.

Chaparro was arrested for suspecian of operating a motor vehicle while intoxicated (fifth offense) after a check of his driving record showed four prior OWI convictions. Chaparro was transported to the Rock County Jail where he refused to consent to an evidentiary sample of his blood and a search warrant was drafted in order to obtain a legal blood draw.

Chaparro was cited for operating after revocation, open intoxicants in a motor vehicle and speeding. He was also arrested on an arrest warrant commitment out of Beloit for operating a motor vehicle without insurance.
