Former MSCR executive director charged with 12 counts possession of child pornography

MADISON (WKOW) — The former executive director of Madison School and Community Recreation was charged Thursday in Dane County Court with twelve felony counts of possession of child pornography, according to online court records.

McFarland resident Jacob Tisue, 44, stood mute while the complaint was read. A not-guilty plea was entered on his behalf.

The charges follow Tisue’s Aug. 29 arrest and booking into the Dane County Jail. 

Court officials let Tisue out on bond, but as conditions of his release, he cannot be near children unless supervised by an adult. He cannot visit pornography websites or use peer-to-peer file-sharing networks.

Tisue had led MSCR, a Madison Metropolitan School District organization dedicated to “providing recreation and enrichment opportunities year-round that are accessible to all,” according to its website.

The school district today confirmed that Tisue is no longer employed by the district.

According to the criminal complaint, Tisue told investigators that when he started, he was looking for images of young women in bikinis and that it “escalated” over time.

Investigators asked Tisue if it was “safe to say they were under 18,” and Tisue responded, “yeah,” according to the complaint.

Detectives also asked Tisue about a photo in an email of a juvenile female taken in McFarland.

Investigators say Tisue told them he didn’t know they girl, but he “mighta taken it,” referring to the photo. He told detectives the girl looked about 10, according to the complaint.

Tisue is expected back in court Sept. 30, 2019.
